STATEMENT BY THE CITY’S MAYORAL COMMITTEE MEMBER FOR ECONOMIC OPPORTUNITIES AND ASSET MANAGEMENT, ALDERMAN JAMES VOS       

The City, through its Enterprise and Investment Department, provides funding to and works with Lulaway Holdings as our service provider for training and job placement initiatives. The city-wide Outcomes-Based Workforce Development Contract targets, initiated on 1 December 2017 with Lulaway holdings, have already been exceeded well ahead of the end of the contract in November this year. The report detailing these impressive achievements was tabled before the City’s Portfolio Committee on Economic Opportunities and Asset Management today for noting.

As one of the first Outcomes-Based contracts in South Africa, the targets over a three-year period were to:

  • Recruit and assess 30 000 unemployed residents;
  • Provide 6 000 recruits with work readiness training;
  • Place 3600 of the City’s residents in work opportunities; and
  • Place 450 in internships or learnerships.

By May, more than 700 extra residents had been recruited and assessed (30 710), almost double the number of targeted people had been provided with work readiness training (11 644), 115 extra placements had been made (3715) and the target for internships or learnerships had been met.

Some of the sectors and companies in which Lulaway places and trains job seekers include the Business Process Outsourcing sector, Uber, Fidelity and Protea Coin in the security industry, as well as the Industries Education and Training Institute, where they partner to train and place artisans.

The key to the success in the partnership between the City and Lulaway lies in the fact that we do not train just for training sake but have created a better link between demand and supply of people seeking employment.

The COVID-19 pandemic has compromised the ability of many of our residents to earn a living and support their families. That is why initiatives like this are so vital if we are to get more people employed and get Cape Town back to business.
